Title: Biometrics Market Trend in Asia (The Impact of US PIV program)

1
Biometrics Market Trend in Asia (The Impact of US
PIV program)
  • Dr. Wen-Hsing Hsu
  • Professor
  • National Tsing Hua University

2
Background
  • Biometric technology are entering the
implementation stage where this technology is
applied to various kinds of public
    infrastructure, such as government administrative
    work and financial service.
  • Vein verification for ATM Sumitomo Mitsui Bank
(Japan), Bank of Tokyo-Mitsubishi UFJ (Japan)
  • Bhamashah program (rural banking) Fingerprint
verification for Money Transfer, (India, 5.5
    million / 110million families)
  • PIV program Personal Identity Verification
    System, U.S (16 million employees)
  • ID card Projects in Asia (RFID Fingerprint)
Thailand, Hong Kong, Singapore, Malaysia and
    Philippine
  • Boader Control Japan, Singapore, Hong Kong

3
Background
  1. ISO standard for biometric technology announced
in 2005, and ANSI/SIA standard for Surveillance
system will be completed soon (Q4 2008). The
industry is entering a high growth stage

4
Introducing of PIV Program (USA)
5
History of FIPS 201 (Federal Information
Processing Standard )
  • ISO SC 37 (June, 2002)
  • Defined File Format, APIs, application profiles,
    testing, etc for Biometric Technologies
  • ISO 19794 (19794-2, 19794-4) (July, 2005)
  • Established a Data Interchange Format for
    Minutiae Based Fingerprint Algorithm
  • FIPS 201 (Feb, 2005)
  • Established a Foundation for an Infrastructure
with Secured Personal ID with Standardized
Biometric Formats and Technologies (i.e. Special
    Publications, etc)

6
ISO Standard
  • Because there is more demand for the biometric
    product from the society, International
    Organization for Standardization (ISO) has
established SC37 in 2002, and has established and
announced the international standards that is
related to biometric technology (July, 2005).
  • ISO has established Biometric standards,
  • and is leading the biometric industry
  • (world wide service) into the High growth rate
    stage

7
ISO Standard
  • In July 2005, ISO announced various fingerprint
verification related standards including the ISO
19794 (data format), ISO 19785 (CBEFF) and ISO
    19795 (Biometric Performance Testing and
Reporting). The completion of these module
    specifications and interface standards will
become the common reference when establishing any
    future Biometric system structures.

8
HSPD-12
  • In August 2004, President George W. Bush issued
    Homeland Security Presidential Directive 12
(HSPD-12), which mandated new standards for
secure and reliable personal identification for
    all federal employees and contractors.
  • The Personal Identity verification (PIV) program.
  • PIV card issuance (Summer 2007Fall 2009)
  • PIV authentication (Fall 2009 End 2011)

9
PIV program
  • The PIV program required the US government to
establish secured personal ID for its 16 million
employees and contractors, install PACS (Physical
Access Control System) for the several thousand
US federal buildings around the world and
reinforce the security of federal information
through LACS (Logical Access Control System).
  • Such series of Biometric application systems are
scheduled to be completed worldwide by the end of
2011 and will set a perfect example for the era
    of biometric applications.

10
Establishment of Personal Identity Verification
System
  • Issuing standard ( NIST PIV Program)
  • FIPS201
  • NIST 800 series
  • Product Certification(S/W, H/W)
  • Implementation guideline, Test guideline

  • To provides the assurance that the set of PIV
middleware and PIV card applications that have
been validated by NPIVP are interoperable
  • All of the tests under NPIVP are handled by
    third-party test facilities

Conclusion
  1. Biometrics technology is gaining wide acceptance
in NB, mobile phones, ATM, POS and smart card.
  2. To enable network authentication service (B to C)
on NB and mobile phone, FIPS201 ( ISO 19794-2 )
    compliant software (template generator/matcher)
    module must be adapted.
  3. Biometrics ATM has been successfully implemented
at individual bank operation (Close System).
When it comes to cross-bank operations, standards
such as FIP201S must be followed for common data
    format and (H/W, S/W, I/F) module
    interoperability.
  4. Matured environment of network fingerprint
    authentication service enables web service
business to develop under a new and safe
    environment.

52
  1. Existing fingerprint database for National ID
Card projects in Asia must be converted to ISO
19794-2 and ISO 19794-4 complaint format for
    interoperability through out Asian countries.
  2. Because of the establishment of OSIP (Open System
    Integration and Performance Standards) by
    ANSI/SIA, security system integration becomes
simple and convenient. Market for security
    module products will grow rapidly.
  3. Because of FIPS201 certification, LACS and PACS
will be integrated as one common security system.
  4. Although most Boarder Control System is connected
to AFIS, but ID card program should be separated
    to AFIS.

and sets the scene for its use in banking and
    financial services, including

75
  • of biometric technologies, analysing each of the
