Title: Biometrics Market Trend in Asia (The Impact of US PIV program)
1Biometrics Market Trend in Asia (The Impact of US
PIV program)
- Dr. Wen-Hsing Hsu
- Professor
- National Tsing Hua University
2Background
- Biometric technology are entering the
implementation stage where this technology is
applied to various kinds of public
infrastructure, such as government administrative
work and financial service. - Vein verification for ATM Sumitomo Mitsui Bank
(Japan), Bank of Tokyo-Mitsubishi UFJ (Japan) - Bhamashah program (rural banking) Fingerprint
verification for Money Transfer, (India, 5.5
million / 110million families) - PIV program Personal Identity Verification
System, U.S (16 million employees) - ID card Projects in Asia (RFID Fingerprint)
Thailand, Hong Kong, Singapore, Malaysia and
Philippine - Boader Control Japan, Singapore, Hong Kong
3Background
- ISO standard for biometric technology announced
in 2005, and ANSI/SIA standard for Surveillance
system will be completed soon (Q4 2008). The
industry is entering a high growth stage
4Introducing of PIV Program (USA)
5History of FIPS 201 (Federal Information
Processing Standard )
- ISO SC 37 (June, 2002)
- Defined File Format, APIs, application profiles,
testing, etc for Biometric Technologies - ISO 19794 (19794-2, 19794-4) (July, 2005)
- Established a Data Interchange Format for
Minutiae Based Fingerprint Algorithm - FIPS 201 (Feb, 2005)
- Established a Foundation for an Infrastructure
with Secured Personal ID with Standardized
Biometric Formats and Technologies (i.e. Special
Publications, etc)
6ISO Standard
- Because there is more demand for the biometric
product from the society, International
Organization for Standardization (ISO) has
established SC37 in 2002, and has established and
announced the international standards that is
related to biometric technology (July, 2005). - ISO has established Biometric standards,
- and is leading the biometric industry
- (world wide service) into the High growth rate
stage
7ISO Standard
- In July 2005, ISO announced various fingerprint
verification related standards including the ISO
19794 (data format), ISO 19785 (CBEFF) and ISO
19795 (Biometric Performance Testing and
Reporting). The completion of these module
specifications and interface standards will
become the common reference when establishing any
future Biometric system structures.
8HSPD-12
- In August 2004, President George W. Bush issued
Homeland Security Presidential Directive 12
(HSPD-12), which mandated new standards for
secure and reliable personal identification for
all federal employees and contractors. - The Personal Identity verification (PIV) program.
- PIV card issuance (Summer 2007Fall 2009)
- PIV authentication (Fall 2009 End 2011)
9PIV program
- The PIV program required the US government to
establish secured personal ID for its 16 million
employees and contractors, install PACS (Physical
Access Control System) for the several thousand
US federal buildings around the world and
reinforce the security of federal information
through LACS (Logical Access Control System). - Such series of Biometric application systems are
scheduled to be completed worldwide by the end of
2011 and will set a perfect example for the era
of biometric applications.

51Conclusion
- Biometrics technology is gaining wide acceptance
in NB, mobile phones, ATM, POS and smart card. - To enable network authentication service (B to C)
on NB and mobile phone, FIPS201 ( ISO 19794-2 )
compliant software (template generator/matcher)
module must be adapted. - Biometrics ATM has been successfully implemented
at individual bank operation (Close System).
When it comes to cross-bank operations, standards
such as FIP201S must be followed for common data
format and (H/W, S/W, I/F) module
interoperability. - Matured environment of network fingerprint
authentication service enables web service
business to develop under a new and safe
environment.
52- Existing fingerprint database for National ID
Card projects in Asia must be converted to ISO
19794-2 and ISO 19794-4 complaint format for
interoperability through out Asian countries. - Because of the establishment of OSIP (Open System
Integration and Performance Standards) by
ANSI/SIA, security system integration becomes
simple and convenient. Market for security
module products will grow rapidly. - Because of FIPS201 certification, LACS and PACS
will be integrated as one common security system. - Although most Boarder Control System is connected
to AFIS, but ID card program should be separated
to AFIS.

he_business_case_for_biometrics_in_finance - Case studies and examples from countries
including Australia, Canada, Japan, Malaysia
Mexico, Pakistan, Russia, Singapore, South Africa
and the US. - Many treat biometrics as a 'big government'
thing, but today's government technology is
tomorrow's banking standard... financial services
strategists must keep themselves abreast of
biometric developments and seek to find ways to
bring these technologies to retail financial
services.
74- cutting edge methods of verification are at a
premium, and right now that means biometric
technology. Its linkage to national security
means that vast sums of government money
worldwide are being spent on developing
state-of-the-art biometric solutions. - This report presents the concepts of biometrics
and sets the scene for its use in banking and
financial services, including
75- of biometric technologies, analysing each of the
main technologies, looking at how and where they
might be deployed and the strengths and
weaknesses of This report presents the concepts
of biometrics and sets the scene for its use in
banking and financial services, including
76- - The market for biometrics by region, by sector
and by technology, with projections as to its
future growth and development in the years to
2015. - - A snapshot of the current status each.
- - The market as it currently stands, identifying
the drivers for future growth and discussing how
these will shape the future market, and looking
at some of the leading suppliers of biometrics
technologies, such as L-1 Identity Solutions,
Digimarc and LaserCard to name but three
77- The standards and legislation that currently
frame the development of biometrics worldwide,
and discussing how these are designed to balance
privacy issues with the need for security. - - Key players and programmes in the deployment of
biometric security in government sectors,
including the US' Department of Homeland
Security, Visa Waiver Program and Real ID Act,
and the UK's ARC and ID card programmes (and
charting the ongoing travails of the latter
78- Biometrics programmes in the travel sector,
including the European Visa Information System,
Project Iris, the Registered Traveller Program
and the deployment of biometric passports, and
discussing security concerns about just how
secure biometric data stored in biometric
passports really is. - - The financial services sector's use of
biometrics today, and examines customer-facing
systems such as ATMs, online banking and access
to bank vaults as well as the development of
voice, fingerprint and signature verification
technology for remote banking, and
employee-facing systems for staff ID
verification, access to physical areas of the
branch and transactional security.
79- The potential growth areas for banks that will
drive the adoption of biometric technology such
as online banking, e-commerce and the development
of computers with finger scanners as standard, as
well as ways in which biometrics can solve
existing problems such as ID theft, card fraud,
electronic crime and employee fraud. It also
looks at new markets that will be accessed by the
deployment of biometrics
80- - The overall business case for biometrics in
banking, addressing issues such as whether it
will achieve its return on investment, how it
will address key strategic pressures such as
globalisation and domestic competition. It also
looks at those considerations not so easily
incorporated into a Profit and Loss statement
such as enhancing the bank's competitive position
in the marketplace and 'hygiene factors' that
