2The Disaster Area
- The Unexpected is Expected

3Your friends and neighbors
- as a rule, act irrationally
- expect the impossible.
- demand instead of request.
- in the early days, every man for himself.
4The bunker mentality
5Will overcome any hardship to get free ice and
water
6But when it comes to government services
7They expect everything to come to them.
8The citizens of your community become like
children
They expect you to protect them from those that
take advantage They need information and
guidance They require discipline
9Building Code Enforcement
- The lessons of Hurricane Andrew
10Reclassified as a CAT 5,Windspeeds of 165 mph

12When the local media got done
- Every building, electrical, and mechanical
inspectors were suddenly transformed into the
same level of evilness that child murderers
enjoy. - The existing building codes werent attacked,
people are attacked.
13When it was all said and done
- The building codes were strengthened
- The Southern Building Code in South Florida was
updated to the Miami model code, which has
mutated into the International Building Code.
14- In a disaster area, code enforcement and mandated
upgrades suddenly become a major issue again. - So, either you are attacked for not having
stricter codes when buildings are destroyed, or
you are attacked when you will not allow a
building to be rebuilt to the original codes. - Not all insurance policies have code upgrade
coverage.
15Another unexpected consequence
- Mandates from government agencies that have
overlapping results. - Examples
- Department of Health Mold Mandates
16Different Regulatory Agencies have different
agendas during disasters
17- A good example of cross purposes is the EPA and
OSHA.
18- Generally, the most obstacles to the restoration
of your community come from the - unexpected damage to the environment and hazards
to human and animal health.
